I would expect to see this hat worn by a Miao married woman in Huangping county around Kaili in Guizhou province. Often the pleated crown of the hat is made from the shiny bronze cloth (which rubs off purple when touched) but yours seems to have 'escaped' this fate! You might have the book 'Clothings and Ornaments of China's Miao People' published by the Nationality Press in 1985 and the first reference book I managed to acquire on the Miao when very few books were available on Chinese minority textiles. See pages 54 and 55.
If you visit Kaili and find the textile traders there are often redoubtable women sporting this hat, a last remnant of their traditional costume.
